Mr. Banner leads KEY’s Site Development practice. This includes site evaluation, due diligence and design of residential, commercial and mixed-use development projects, as well as participation in public meetings. His project experience covers both Greenfield and Brownfield sites. Currently, Mr. Banner is part of the project team for the largest Brownfield project site in the New York City/New Jersey area. Mr. Banner additionally oversees closure projects at former MGP, wood treating, and electric generating Coal Combustion Residual (CCR) storage units.

Representative Projects:

Land Development

  • Prepared complete land development plans for 48,000 sq. ft. indoor pickleball facility

  • Obtained NPDES PAG-02 Stormwater Construction permit with a Managed Release Concept (MRC) subsurface detention system

  • Secured Highway Occupancy Permit (HOC) from PennDOT for the site driveway

  • Obtained Sewage Facilities Planning Module approval from PADEP

Coal Combustion Residuals (CCR)

  • Prepared Permit to Install (PTI) application for closure of a 160-acre fly ash/bottom ash impoundment

  • Secured OEPA approval without comment

  • Delisted the impoundment from being a high-hazard (regulated structure) by proposed breaching of the embankment.

Land Development

  • Prepared complete land development plans for a new County equipment maintenance building

  • Obtained NPDES PAG-02 Stormwater Construction Permit without comment through the Allegheny County Conservation District
