A confidential client retained Key Environmental, Inc. (KEY) to prepare a Conceptual Site-Grading Plan for a 220-unit multi-family, low-rise apartment complex to be situated on an existing development plateau overlooking Pennsylvania State Route 22-20 and Interstate 376 in Pennsylvania. The property is located in the C-3 (Planned Commercial/Office/Multiple-Family) zoning district. Multi-family, low-rise apartments are a permitted use in the C-3 zoning district. However, two (2) variances will be required: one to reduce the number of parking spaces required per dwelling unit and two to reduce the lot area required per dwelling unit. The project will be developed in one (1) phase. Permits will be required for Land Development approval for a NPDES construction permit and from the PADEP for sewage generation.
