Key Environmental, Inc. (KEY) was founded in 1995, its mission to assist clients nationwide in maintaining or attaining compliance with complex, evolving environmental federal and state requirements. Staff

Principals
KEY’s principals are founding partners Mr. James S. Zubrow, P.G., Mr. Dale R. Foster, P.E. and Mr. Peter W. Sawchuck, P.E. Their primary business objective is to define and solve problems to meet both regulatory and stakeholder requirements in the most cost-efficient and expeditious manner possible. Each has requisite corporate administrative, business development and technical oversight responsibilities. They are experts in their respective technical arenas, providing hands-on project management and technical support. All have experience in managing complex multi-disciplinary CERCLA, RCRA, and similar state projects from inception through completion.
Collectively, the Principals and staff offer a formidable solutions-oriented team, expert in every aspect of project performance.
Mr. James S. Zubrow, P.G., President
Mr. James S. Zubrow, P.G. has a degree in geology and chemistry with 25 years of experience. He is the President of KEY and is located in KEY’s corporate offices in Pennsylvania. Mr. Zubrow has specific expertise in hydrogeologic aspects of site investigations, feasibility studies, remedial design and remedy implementation. His expertise extends to sites with complex geology and/or hydrology, including sites adjacent to major and minor waterways and water supply with high public profile.

Dale R. Foster, P.E., Managing Partner, FTS
Dale R. Foster, P.E. is a chemical engineer with 25 years of experience. He is located in KEY’s corporate offices in Pennsylvania. Mr. Foster is also the managing partner of Field and Technical Services, LLC (FTS), KEY’s sister company. FTS provides cost-effective solutions for routine operations, maintenance and monitoring programs. Mr. Foster, a hands-on solutions-oriented chemical engineer, is expert in all aspects of remediation. He has experience with providing options for handling waste (historic and active) by-products in a variety of cost-effective ways. He has also designed retrofit or replacement systems for existing treatment systems that have dramatically reduced maintenance and long-term operations costs.

Peter W. Sawchuck, P.E. Managing Partner/Office Manager - Maine
Peter W. Sawchuck, P.E. is a civil engineer with 30 years of experience. Mr. Sawchuck is located in KEY’s Maine office. Mr. Sawchuck, P.E. has experience in all aspects of civil engineering. He is expert in managing large complex projects with multiple stakeholders (including oversight from multiple Federal, state and local regulators), construction, permitting, and site redevelopment (including sites with changing redevelopment objectives and regulator requirements).
